Request for Pre-Qualifications

Peace Bridge Rehabilitation Project

United States and Canada

Responses Due: November 13, 2015

The Peace Bridge, owned and operated by the Buffalo and Fort Erie Public Bridge Authority (the “Authority”), is an international border crossing, carrying vehicular and pedestrian traffic across the upper Niagara River between Fort Erie, Ontario, Canada, and Buffalo, New York, United States of America. The Peace Bridge is a 3 lane toll road bridge constructed in 1927, and measures 3,998 feet (1,219 m) long over 49 spans.

The Authority is issuing a Request for Pre-Qualifications (“RFPQ”) from contractors interested in bidding on the construction of the Peace Bridge Rehabilitation Project (the “Project”). This Project will require a bi-national team for construction, with experience in the laws and best practices of both Ontario, Canada and New York, U.S.A., and interested contractors shall present themselves as such in the RFPQ. Respondents may be individuals, corporations, partnerships, limited liability companies, or joint ventures.  It is expected that the Authority will communicate with one project manager for all work associated with the Project, and that the management team obtain by their own means appropriate work permits from U.S. Customs and Border Protection (CBP) and Canada Border Services Agency (CBSA) so that they may perform management functions in both the U.S and Canada as necessary. However, a division of construction labor at the nations’ physical border will be required.

Scope of services will generally include, but not be limited to, complete replacement of the structural slab, widening of the structure including the addition of a pedestrian walkway/bikeway and observation platform, structural steel replacement, rehabilitation and strengthening, installation of electrical and fiber infrastructure, and installation of new architectural traffic control gantries, railings, and light posts. The contractor will also be responsible for all construction management, including maintenance and protection of traffic on and under the Peace Bridge.

The Project is scheduled to begin in August 2016, and construction will continue for a period of three (3) years. Deck replacement work will be conducted during the off-peak travel season only (October 15th through May 1st). Following each off-peak season, the contractor must return the bridge to a condition that will facilitate present traffic capacity for the peak travel season, during which miscellaneous tasks may be performed should they not impede traffic. The Project is scheduled for completion in May 2019.

Interested contractors are encouraged to download the Request for Pre-Qualifications by clicking here and submit their contact information on the Peace Bridge webpage for future communications, updates, and/or addenda from the Authority regarding the Project.
